Research on the Improvement of Manufacturing Enterprises'  Radical Green Technological Innovation Capability from the Perspective of Policy Configuration

Abstract: Against the backdrop of the "dual carbon" initiative and the advancement of new  quality productive forces, radical green technological innovation has emerged as a pivotal driver  for the manufacturing industry to mitigate resource and environmental constraints and facilitate  high-quality industrial transformation. Clarifying the policy-driven mechanisms of radical green  innovation capacity is essential for optimizing local policy resource allocation and unlocking the  potential of industrial green transition. Existing literature predominantly focuses on the linear ef⁃ fects of individual policies, while largely overlooking the synergistic configuration of multipolicy instruments and the legitimacy-based transmission mechanisms of green innovation. To  address this research gap, this study establishes an integrated theoretical framework encompass⁃ ing environmental policies, innovation policies, and corporate radical green technological innova⁃ tion capacity from the dual perspective of conforming legitimacy and strategic legitimacy. Draw⁃ ing on the typical context of Chengdu, which features a sound industrial foundation, unified mu⁃ nicipal policy enforcement, and efficient policy delivery, this paper takes manufacturing enter⁃ prises in Chengdu as research samples and adopts the fuzzy-set Qualitative Comparative Analy⁃ sis (fsQCA) method to identify the multiple driving paths of multidimensional policy tools and ex⁃ amine the synergistic mechanisms and adaptive logic of diverse policy configurations. The re⁃ search results are as follows: ①There are three equivalent pathways for high-level radical green  technological innovation capacity, including "market incentive-resource supply dominance", "resource empowerment-institutional guarantee coordination", and "market-resource-institution three-dimensional linkage". ②Supply-oriented innovation policies function as the core condi⁃ tional factor across all effective configurations, whereas command-and-control environmental  policies only provide bottom-line regulation and can be flexibly substituted by market-oriented  environmental policies and environmental innovation policies. ③Two configurational patterns ac⁃ count for non-high radical green innovation capacity, namely "compliance constraintinstitutional-guarantee deficiency" and "environment-driven-market demand absence". This  study further verifies that the synergistic interplay between dual legitimacy serves as the core in⁃ trinsic driver of radical green technological innovation, and differentiated policy matching is a  critical prerequisite for heterogeneous manufacturing enterprises to achieve radical green techno⁃ logical innovation. This research clarifies the heterogeneous policy demands of diverse manufac⁃ turing enterprises and provides robust theoretical implications and practical insights for local  governments to optimize green innovation policy synergy, precisely allocate innovation re⁃ sources, alleviate policy mismatches, and accelerate the cultivation of manufacturing green new  quality productive forces.
