A Case Study of Tsinghua University and Zhejiang University

Abstract: The integrated development of education, science & technology, and talent is a  core strategy for the construction of the national innovation system in the new era. It serves as a  key lever to connect innovation chains and activate innovation vitality across all domains, provid⁃ ing policy guidance to address practical dilemmas such as inefficient transformation of university  S&T achievements, disconnection between supply and demand, and insufficient collaboration. Currently, academic research on the correlation between the integrated development of educa⁃ tion, science & technology, and talent and the transformation of university S&T achievements is  increasingly abundant. However, most studies focus on macro-policy interpretation and effect  testing, with limited explanations of the micro-mechanism by which this strategy empowers the  transformation of university S&T achievements. In particular, there is a lack of analysis of core  intermediate processes, insufficient evidence of causal processes, and inadequate mechanism  analysis, making it difficult to support the practical implementation of universities. Therefore, this study revolves around the core issue of how the integrated development of education, science  & technology, and talent enhances the effectiveness of university S&T achievement transforma⁃ tion by reconstructing cross-organizational knowledge creation. It clarifies the inherent logic between strategic implementation, knowledge iteration, and achievement transformation, revealing  differentiated implementation paths. Based on the theoretical foundation of organizational knowl⁃ edge creation theory, this study constructs an integrated analytical framework of "institutional  change-nested coupling-effectiveness improvement" to analyze the mechanism. Using a dualcase study method and following the principles of representativeness and diversity, this study se⁃ lects Tsinghua University and Zhejiang University as research cases. Through in-depth inter⁃ views, text analysis, and other methods, data and practical materials related to the integrated de⁃ velopment of education, science & technology, and talent, cross-organizational knowledge col⁃ laboration, and S&T achievement transformation in the two universities are collected and orga⁃ nized. The study finds that the integrated development of education, science & technology, and  talent builds a solid foundation for cross-organizational knowledge creation in universities from  the dimensions of scenario carriers and endogenous dynamics by establishing an institutional⁃ ized "knowledge field" and opening up cross-subject knowledge circulation channels, recon⁃ structing the incentive system of innovation subjects. In the core process of knowledge transfor⁃ mation, human capital flow and tacit knowledge diffusion form a nested coupling relationship of  "talent carrier-knowledge content", constructing a double helix positive feedback innovation  mechanism. Constrained by the institutional environment, resource endowment, and strategic po⁃ sitioning, the two universities form differentiated transformation paradigms. This study examines  the relationship between the integrated development of education, science & technology, and tal⁃ ent and the transformation of university S&T achievements, theoretically enriching the microempowerment theoretical system of the integrated development of education, science & technol⁃ ogy, and talent and expanding the scenario application of organizational knowledge creation  theory in the field of university S&T achievement transformation. At the practical level, it pro⁃ vides targeted practical references for universities to optimize cross-organizational knowledge  collaboration models and improve the quality and effectiveness of S&T achievement transforma⁃ tion.
