Quantitative Analysis of Regional Innovation Policies: A Case  Study of Mianyang Science and Technology City, China

Abstract: Mianyang Science and Technology City, as the only national-level science and  technology city approved by the Central Committee of the Communist Party of China and the  State Council, holds a pivotal strategic position in China's technological innovation, militarycivilian integration, and regional coordinated development. This paper takes 70 policy docu⁃ ments of Mianyang Science and Technology City from 2001 to 2024 as the research object, uses  Nvivo 14 software for content coding, and builds a three-dimensional analysis framework of  "policy tools-policy goals-policy effectiveness" with the PMC index model to comprehensively  and systematically evaluate the implementation status, structural characteristics, and actual ef⁃ fectiveness of the policies of Mianyang Science and Technology City, to provide theoretical basis  and practical reference for optimizing the regional innovation policy system. The research results  show that: First, in the dimension of policy tools, there is an unbalanced pattern dominated by  supply-oriented and environmental tools, with demand-oriented tools relatively neglected. Sec⁃ ond, in the dimension of policy goals, there are characteristics of uneven distribution and limited  transformation. Policies are highly focused on developing high-tech industries and deepening in⁃ stitutional and mechanism reforms, while the macro goal of building a western science and tech⁃ nology innovation center receives relatively low attention. At the same time, the local supporting  rate of key industrial chains is low, major projects exist in isolation, and there is a lack of syn⁃ ergy. Third, in the dimension of policy effectiveness, it shows a feature of being low at the begin⁃ ning and high at the end, but with an overall decline in average effectiveness. The policy system  of Mianyang Science and Technology City lacks stability, and the execution continuity is weak, making it difficult to guide market entities to form stable expectations. The main policy issuers  are concentrated at the provincial and municipal levels and the management committee, with a  scarcity of high-level laws and State Council documents. Based on the above findings, this pa⁃ per proposes the following countermeasures and suggestions: First, deepen the application of  demand-oriented policy tools to activate the market traction effect; second, build a dynamic ad⁃ aptation mechanism to promote the precise empowerment of policy tools to goals; third, improve  the effectiveness guarantee mechanism to consolidate the institutional foundation for long-term  development; fourth, build a military-civilian integration innovation community to create a new  engine for regional coordinated development. This paper not only enriches the theoretical per⁃ spective of quantitative evaluation of regional innovation policies but also provides specific  policy optimization paths for the high-quality development of Mianyang Science and Technology  City and other similar functional areas. goals;
