Innovation Models of Industry-University-Research Collabora⁃ tion from the Perspective of New Quality Productive Forces 

A Theoretical Deconstruction of the Innovation Consortium

Abstract: As an advanced state of productive forces that embodies the new development phi⁃ losophy, new quality productive forces impose new requirements on the innovation of industryuniversity-research (IUR) collaboration models. This paper aims to address the core question of  "why IUR collaboration needs innovation, in what form it can innovate, and how to put it into  practice in the context of new quality productive forces". Adopting a research approach that com⁃ bines literature review, theoretical construction, and a two-case comparison, the paper first re⁃ veals the limitations of traditional collaborative organizationssuch as IUR alliances and re⁃ search consortiain terms of cooperation objectives, coordination structures, and resource allo⁃ cation mechanisms. Second, drawing on the characteristics of new quality productive forces, it  extracts the intrinsic requirements for the transformation of IUR collaboration models using a  "strategy-function-structure" analytical framework. Finally, it selects two typical casesthe Na⁃ tional Generic Microprocessor Innovation Consortium and the Intelligent Connected Vehicle In⁃ novation Consortiumto examine the explanatory power and applicability of the "innovation  consortium" theoretical framework in the contexts of national technological security and strategic  emerging industries. The findings indicate that the transformation of IUR collaboration models  under new quality productive forces entails three dimensions: ①strategic transformation, guided  by the pursuit of high-level scientific and technological self-reliance and self-strengthening; ② functional transformation, building an integrated development chain of education, technology, and talent; and ③structural transformation, enhancing the deep integration of IUR collaboration  led by leading enterprises in key industries. Based on these three transformation imperatives, this paper creatively proposes a new IUR collaboration modelthe "innovation consortium"whose core features include: dual objectives oriented toward both national strategy and corporate  value; an organized research mechanism operating under the leadership of leading enterprises, collaboration of universities and research institutes, and government regulation and guidance; and open, synergistic innovation methods characterized by large-span integration, interactive  empowerment, and symbiotic co-development, thereby promoting the deep integration of the in⁃ novation chain and industrial chain. The two-case comparison further shows that in the domain  of technological security, the innovation consortium emphasizes a "safeguarding" approach of  self-sufficiency and systematic substitution; in the domain of strategic emerging industries, it  emphasizes a "pioneering" approach of technological iteration and ecosystem building. However, both cases share common features: enterprise-driven leadership, government-enabled support, and coordinated participation of universities and research institutes.
