New Quality Productive Forces and the Transformation of Entre⁃ preneurship: A Perspective of Innovation Resource Allocation

Abstract: Vigorously cultivating and developing new quality productive forces is the key  support to accelerate the realization of high-level scientific and technological self-reliance and  promote Chinese-style modernization. Productivity is a comprehensive concept that represents  the material forces that human beings transform nature to adapt to social needs in the process of  production and social practice. The formation of new quality productive forces essentially de⁃ pends on the drive of scientific and technological innovation, and the key to the drive of scien⁃ tific and technological innovation lies in the efficient and reasonable allocation of innovation re⁃ sources, with enterprises as the main body of scientific and technological innovation. Based on  this, this paper believes that the formation of new quality productive forces from macro to microinevitably needs to return to the perspective of entrepreneurship, that is, we should jump out of  the basic analytical framework of "labor subject-means of labor-object of labor" and put forward  that enterprises should be the main body to carry out innovation resource allocation to achieve  the cultivation and development of new quality productive forces, which means that we need to  re-understand the connotation requirements and realization path of new quality productive  forces from the perspective of innovation resource allocation under entrepreneurship. From the  perspective of innovation resource allocation, the new quality productive forces are manifested as  placing innovation resources and innovation factors in a prominent position among all kinds of re⁃ sources and production factors, while the allocation of innovation resources driven by entrepre⁃ neurship is facing a new subject logic and value logic, which imposes new requirements on the  scope, mechanism and goal of innovation resource allocation. The above requirements are mainly  reflected in the following three aspects: first, the scope of factor allocation driven by entrepre⁃ neurship has gradually changed from physical space to digital virtual space; second, the alloca⁃ tion of resources under new quality productive forces requires more concentration on the alloca⁃ tion of innovation resources. Focusing on maximizing the vitality of innovation and entrepreneur⁃ ship and releasing the vitality of enterprise innovation and growth, we need to speed up the con⁃ struction and optimization of institutional arrangements within the organization to stimulate inno⁃ vation. Third, the goal of innovation resource allocation driven by entrepreneurship has shifted  from a single economic goal to multiple symbioses of economic and social environmental goals, which requires the emergence of heterogeneous entrepreneurship to support the value creation of  new quality productive forces. Accelerating the cultivation and development of new productive  forces requires entrepreneurship to shift: from a single economic mission to a comprehensive mis⁃ sion at the core mission level; from a single commercial organization to a hybrid organization at  the organizational carrier level; from market-oriented innovation to technological innovation at  the innovation mode level; and from traditional industrial management to digital humanistic man⁃ agement at the management model level.
