Coordinated Advancement of Education-Science-Technology Talent Integration: Theoretical Logic, Practical Experience, and Policy Orientation

Abstract: The integrated development of education, science and technology, and talent constitutes a foundational and strategic pillar for the comprehensive advancement of China's social⁃ ist modernization, and represents a core initiative for accelerating the formation of new quality productive forces and building a high-level innovation-oriented nation. A review of the litera⁃ ture indicates that existing scholarship has primarily focused on logical relationships, historical evolution, measurement, and impact effects. With regard to the policy system, China has formed a governance pattern led by science and technology authorities with multi-departmental coordi⁃ nation, encompassing four major themes: educational development, scientific and technological innovation, talent cultivation, and the construction of collaborative systems. From the perspec⁃ tive of innovation systems, this study constructs a theoretical framework of coupling and coordi⁃ nation among education, science and technology, and talent, arguing that their integrated devel⁃ opment is embedded in the overall requirements of innovation system construction and evolution. The study elaborates key systemic characteristics of such integration, including goal alignment, structural coupling, systemic emergence, and dynamic openness. Taking Shenzhen as a typical case, this study summarizes the major measures adopted to promote integrated development, in⁃ cluding steering the direction of integration through industrial demand, building a boundaryless ecosystem for deep integration, strengthening synergetic linkages among multiple innovation ac⁃ tors, and improving the integrated supply of relevant policies. On this basis, the study distills a "dual-cycle" development pathway, characterized by a "reverse cycle" as the core driving mechanism and a "forward cycle" as collaborative support. This study further identifies that cur⁃ rent reforms continue to face multiple challenges, including value divergences, coordination bottlenecks, difficulties in measuring effectiveness, and inefficiencies in resource allocation. Ac⁃ cordingly, this study proposes that advancing integrated reform should adopt a dual strategy com⁃ bining "dimension-specific breakthroughs" and "cross-dimensional synergy". This entails en⁃ hancing the dynamism of the science and technology system reform, deepening the depth of tal⁃ ent development reform, and strengthening the resilience of comprehensive education reform, so as to elevate the driving force, guaranteeing force, and supporting force of integrated develop⁃ ment. It also calls for strengthening context-specific goal orientation, promoting functionally ho⁃ mologous integration, establishing cross-actor coordination mechanisms, and improving highlevel policy coordination, thereby amplifying the overall effectiveness of integrated development. The findings of this study enrich both the theoretical and practical scholarship on the integrated development of education, science and technology, and talent, and provide policy-relevant impli⁃ cations for governments at various levels in coordinating related reforms and optimizing policy design.
