Research on the Innovation and Development Stages, Evolution  Mechanism, and Characteristics of Industrial Internet

Abstract: Industrial Internet is the core driving force to promote the transformation and up⁃ grading of China's manufacturing industry. From the perspective of national strategy, through a  systematic review of the evolution process of innovation and development of China's industrial In⁃ ternet, this paper reveals its local characteristics different from the systematic promotion of West⁃ ern countries, which provides an important reference for insight into the future development of  China's industrial Internet. The research findings are as follows: ①The innovation and develop⁃ ment of China's industrial Internet has gone through three stages: sedimentation and accumula⁃ tion stage (20092015), key breakthrough stage (20162019), empowerment and reconstruction  stage (2020present). ②Development environment, development policy, technological innova⁃ tion, and application promote the evolution and development of China's industrial Internet. The  innovation and development of industrial Internet are strongly coupled with the evolution of inter⁃ national and domestic environments; Development strategies and policies are the core driving  force for the innovative development of industrial Internet. The combination of continuous trac⁃ tion of strategies and dynamic adjustment of implementation paths ensures its stability and flex⁃ ibility; Adhering to the positive interaction between the active guidance of the government and the  leading role of enterprises is the key to promoting the sustainable innovative development of in⁃ dustrial Internet. ③The innovative development of China's industrial Internet has the Chinese  characteristics of new industrialization. The international environment is forcing China to shift  from passive adaptation to catching up with the environment to actively pursuing innovation and  breakthroughs in environmental transformation. The policy logic of "strategic tractionsystem⁃ atic promotioncentral-local coordination" has led to the establishment of a policy system of  "strategic frameworkvertical connectionsystem integration", which dominates the develop⁃ ment mode and evolution direction of China's industrial Internet. The development of the indus⁃ trial Internet has gone through the organizational form of "leading enterprise spontaneousoffi⁃ cial system organizationmarket subject coordination", and the evolution of "software project platform productmodular service" driving the product form according to the paradigm of "IT+ OT integrated innovationscenario-driven innovationbusiness+technology integrated innova⁃ tion". Here are some policy suggestions from four aspects: first, strengthen the dynamic research  and judgment on the international development trend and key areas of industrial Internet, and  grasp the strategic initiative. The second is to leverage the unique advantages of scenario-driven  innovation and form the optimal development path through free choice. Third, accelerate the in⁃ dustrial development of industrial Internet, deepen the supply of specialized products and ser⁃ vices and large-scale applications. The fourth is to implement an asymmetric competition strat⁃ egy for key core technologies and form a technological balance with Western countries.
