Theoretical Connotation and Practical Orientation of New Qual⁃ ity Productive Forces from the Perspective of Data-based Evi⁃ dence

Abstract: As a key developmental concept proposed under the strategy of Chinese-style mod⁃ ernization, "new quality productive forces" have rapidly evolved into a core topic of national policy guidance, public discourse, and academic inquiry. Drawing on three types of data—policy documents, public opinion texts, and scientific literature—this study employs the Latent Dirich⁃ let Allocation (LDA) topic model and representative word co-occurrence analysis to identify and compare the major themes and core vocabularies across these discursive systems. A knowledge map of "new quality productive forces" is constructed to reveal the structural features and forma⁃ tive mechanisms of cognitive consensus. Meanwhile, through an examination of local policy docu⁃ ments and media reports, this study further depicts local actions and interaction mechanisms in terms of policy deployment and practical initiatives. The findings show that: ①a basic cognitive consensus on "new quality productive forces" has formed across the three discursive systems, yet with distinct emphases. While consensus is reached on core keywords such as "high-quality de⁃ velopment", "technological innovation", and "future industries", policy discourse highlights toplevel design and institutional arrangements, public opinion discourse reflects social perceptions and expectations, and academic discourse focuses on theoretical construction and structural analysis. ②The themes of policy, public opinion, and research exhibit a staged evolutionary pat⁃ tern, reflecting the deepening of cognition from conceptualization to practice and from proposal to implementation. From the conceptual definition and policy signaling in the embryonic stage, to institutional building and technological exploration in the initial stage, and to practical imple⁃ mentation and systemic transformation in the developmental stage, the focus of attention gradu⁃ ally becomes more concrete and operationalized, fostering cross-stage and cross-domain knowl⁃ edge transmission and discursive interaction. ③Local policy deployment and practical measures for developing new quality productive forces demonstrate a combination of diversified collabora⁃ tion, systematic planning, and regional differentiation. By adopting locally tailored development strategies, diversified coordination mechanisms among multiple stakeholders, and systematic policy frameworks, local governments have effectively advanced innovative practices in different regions and industries, thereby embodying a responsive mechanism and feedback loop between national strategies and local actions. This study contributes to a deeper understanding of the cog⁃ nitive consensus and policy implementation pathways of new quality productive forces, offering knowledge support and decision-making reference for their theoretical refinement and practical innovation. Looking ahead, as an important driver of high-quality development and Chinesestyle modernization, the theory and practice of new quality productive forces still face challenges and expansion opportunities. Future research may benefit from integrating emerging tools such as artificial intelligence and big data analytics, as well as incorporating diverse data sources in⁃ cluding English-language papers, international patents, and overseas public opinion, in order to provide more precise portrayals and dynamic tracking of the conceptual evolution, developmen⁃ tal trajectory, and implementation effectiveness.
