The Theoretical Logic and Practical Pathways of the Data Factor  Driving New Quality Productivity

From the Prospective of Marxist Productivity Theory

Abstract: The new quality productivity is the combined product of the fundamental principles  of Marxist political economy and the practice of the digital economy in the new era. It signifies  an innovation and development of Marxist productivity theory. Since the proposal of new quality  productivity, the related research has drawn a hot topic of academic attention. However, current  researches primarily focus on methods for generating new quality productivity, while neglecting  the exploration of the endogenous motivation and the related mechanism that can promote its de⁃ velopment. In theory, the concept of new quality productivity originates from Marx's theory of la⁃ bor productivity. Therefore, it is crucial to analyze the new quality productivity from the perspec⁃ tive of Marxist productivity theory. Based on the Marxist productivity theory, this paper qualitatively explores the available  pathways to promote the development of new quality productivity through data factors, and the  exploration focuses on developing the production factors and enhancing the coordination among  laborers. The combined method of logical deconstruction and theoretical analysis is used to re⁃ search the role that data factor should play in the social reproduction processes, such as produc⁃ tion, circulation, consumption, and distribution. According to the conclusion from the above re⁃ search, there exist a lot of obstacles that are adverse to releasing the value of data factor, such as  insufficient effective supplements, immature data-driven innovation, slow marketization, poor  circulation, and inadequate supply of digital laborers. These obstacles are severely restricting  the generation and realization of new quality productivity. To release the value of data factor and  assist in the development of new quality productivity, several targeted strategies has been recom⁃ mended.Firstly, it is fundamental to accelerate the development of data resource supply system, which includes attaching importance to the data infrastructure and data innovation, sharing the  data resources in a classified manner, and supporting the registration of data property right. Sec⁃ ondly, it is crucial to leverage the multiplier effect of data factor, which includes developing the  data industry, strengthening the integration of digital and real economies, and constructing the  digital innovation ecosystem. Thirdly, it is critical to standardize the marketization of data fac⁃ tors, which includes improving the data infrastructure system, optimizing the data factor circula⁃ tion system, and promoting the building of data factor rules and regulations. Last but not least, it  is indispensable to emphasize the cultivation of digital talents, which includes encouraging the  data factor education in colleges and universities, promoting the combination between digital  skill training and continuing education, and empowering the cultivation of new quality talents  through the collaboration of universityindustryresearch. This paper aims to provide a theo⁃ retical basis and practical guidance for promoting the development of new quality productivity  through releasing the value of the data factor.
