The High-quality Development of National Innovation Platforms: Theoretical Basis, Challenges, and Path Selection

Abstract: The high-quality development of national innovation platforms is the key support  and important task for realizing high-level self-reliance and self-improvement in science and  technology and establishing a leading position globally in this field. This paper discusses the  theoretical basis, current challenges, and practical paths of the high-quality development of na⁃ tional innovation platforms, aiming to offer valuable insights and references for future initiatives. Firstly, the paper reviews the current research status and historical evolution of national in⁃ novation platforms and summarizes multiple entry points for studying these platforms. These en⁃ try points are as follows: the restoration perspective on the origins of platform establishment; the  comparative perspective on platform construction; the structural perspective on platform subject  types; the operational perspective on platform construction and development; and the systemic  perspective on the effectiveness of platform system. By building on existing studies, this paper  places national innovation platforms in the holistic perspective and context of high-quality devel⁃ opment and constructs a comprehensive analytical framework with national innovation platforms  as the object of study. Secondly, the paper analyzes the theoretical basis for the high-quality de⁃ velopment of national innovation platforms and puts forward a thinking framework comprising  "subject-mechanism&strategy-system". This framework is based on the theory of strategic S&Tpower at the subject level, the concept of big science and integrated innovation, and the theory of  the national innovation system at the system level. Thirdly, the paper pointed out several prob⁃ lems and challenges faced in the high-quality development of national innovation platforms. These include insufficient investment and the need to address bottleneck issues, a low utilization  rate of scientific and technological innovation resources and factors, and the necessity to en⁃ hance the overall effectiveness of the national innovation platform system. These factors collec⁃ tively hinder the high-quality development of national innovation platforms. Finally, based on  the theoretical foundation and current problems, this paper proposes paths for the high-quality  development of national innovation platforms in three dimensions: addressing bottlenecks, opti⁃ mizing and upgrading, and enhancing efficiency. At the subject level, strengthen the role of sub⁃ jects and break through bottlenecks; At the mechanism strategy level, focus on optimizing and  upgrading the platform; At the system level, emphasize improving overall system efficiency. Future research can further clarify the relationship between national innovation platforms  and other relevant subjects and elucidate their role, mechanisms, and implementation paths. The  experience and models can be summarized and provide references for the high-quality develop⁃ ment of national innovation platforms.
