A Synergistic Study on the Policy Goals of Digitization and Green⁃ ing of Agriculture Based on the Perspective of New Quality Pro⁃ ductive Forces Zhang Jingjing, Li Huajing

Abstract: The synergy between digitization and greening in agriculture is an inherent require⁃ ment for achieving high-quality development. As agriculture moves toward new quality produc⁃ tivity, there is considerable interest among academics and policymakers in how to promote the  alignment of digital and green initiatives through effective policies. The digital policy goal is an  important factor in enabling the high-quality development of agriculture, and the green policy  goal is also an important factor in the sustainable development of agriculture. However, most of  the existing studies focus on the analysis of each policy goal in isolation, with few addressing the  quantitative aspects of a "dual integration" approach to agricultural policy goals. Beijing serves  as a center of science and technology innovation in China, making it significant to study the syn⁃ ergy between agricultural digitization and green policy objectives in the region. This study ana⁃ lyzed 61 policy documents related to digitization and green agriculture in Beijing, covering the  years from 2011 to 2023. Using synergy theory, we developed a synergy degree model of policy  objectives. Additionally, we employed content analysis to empirically evaluate the synergy be⁃ tween these two sets of policy objectives. The results show that the coordination between agricultural digitization and green policy ob⁃ jectives in Beijing has experienced a fluctuating growth trend. The main areas of policy focus on  industry, ecology, technology, and so on. Although there was a significant improvement in the co⁃ ordination between agricultural digitalization and green policy goals after 2019, there was a de⁃ cline again in 2023, highlighting ongoing issues that need to be addressed. The issues include  the low effectiveness of policy implementation, limited variety in the entities responsible for  policy publication, and insufficient cooperation among these entities. Additionally, there is a ten⁃ dency for the policy objectives to "prioritize quantitative outcomes over environmental sustain⁃ ability". Furthermore, the focus on scientific and technological innovation within the framework  of agricultural "dual integration" still has a large room for improvement.

To this end, the paper provides policy recommendations on how to effectively coordinate the  policy objectives of agricultural digitalization and green development, as well as suggestions for  the development of agricultural new quality productivity. To address the actual needs for devel⁃ oping agricultural new quality productivity, it calls for dynamically adjusting policy priorities  and creating a policy toolbox to guide social resources towards the collaborative transformation of  digitalization and sustainability practices. Additionally, policymakers should strengthen crossdepartmental collaboration and integrate resources at multiple government levels to form a policy  community to issue guidelines and establish a collaborative mechanism for coordinating policies  related to agricultural digitalization and sustainability. To further support the synergy between  digitalization and green initiatives in agriculture, the paper recommends increasing policy sup⁃ port and reinforcing the guiding role of these policies. Last but not least, it needs to promote in⁃ dustrial innovation through scientific and technological advancements and facilitate the transfer  of innovative discoveries into the practices of agricultural digitalization and green transforma⁃ tion. This includes supporting agricultural enterprises, rural cooperatives, and farmers in adopt⁃ ing both digital and green technologies, thereby collectively achieving the policy objectives of ag⁃ ricultural digitalization and environmental sustainability.
