Research on Resilience Measurment and Influencing Factors of Integrated Circuit Industry Cluster

Abstract: Cultivating world-class advanced manufacturing clusters is an important measure for the country to implement the strategy of building a strong manufacturing nation in the new era, and it is also an effective way to achieve the goal of "making China's industrial and supply chains more resilient and secure" as outlined in the 20 Party of China th National Congress of the Communist . The integrated circuit industry, as an important component of modern manufac⁃ turing, has strategic significance and competitive advantages on a global scale. Studying the re⁃ silience of integrated circuit industry clusters is of great significance for the development of China's integrated circuit industry. However, there is currently limited research on the resilience of industrial clusters, with no systematic theoretical system in place. of industrial clusters is still in its early stages with significant research space Research on the resilience , and the explora⁃ tion of the resilience of integrated circuit industry clusters still needs strengthening. This study takes the integrated circuit industry cluster in Jiangbei New Area, Nanjing as the research ob⁃ ject. Through literature review and integration, it is identified that the resilience of the cluster is mainly influenced by five factors: leading enterprises, public policies, innovation networks, mar⁃ kets, and enterprise linkage. To evaluate cluster resilience, a four-dimensional index system is established, including resistance, resilience, recovery, and regeneration. Data is collected through survey questionnaires and analyzed using SPSS 22.0 software. Research has found that leading enterprises significantly enhance the resilience of integrated circuit industry clusters by influencing their resistance, resilience, and regeneration capabilities. Public policies signifi⁃ cantly improve the resilience of integrated circuit industry clusters by influencing their resis tance and resilience. Innovation networks significantly enhance the resilience of integrated cir ⁃ ⁃ cuit industry clusters by influencing their regenerative capacity. The market significantly en hances the resilience of integrated circuit industry clusters by influencing their recovery and re ⁃ ⁃ generation. Enterprise linkage has no significant impact on the resilience of integrated circuit in⁃ dustry clusters. Therefore, this study proposes that cultivating and supporting leading enter⁃ prises, improving relevant industrial policies, building alliances between industry, academia, re⁃ search, and application, and cultivating cluster market competitiveness are important ways to en⁃ hance the resilience of the integrated circuit industry. In terms of theory, this study deepens our understanding of how industrial clusters maintain stability and development in the face of exter⁃ nal shocks by identifying key factors that affect the resilience of integrated circuit industry clus⁃ ters; in terms of practice, the specific strategies proposed in this study can help the integrated circuit industry overcome technological bottlenecks, promote industrial transformation and up⁃ grading, assist enterprises in better assessing risks and taking corresponding measures, and im⁃ prove their ability to prevent potential risks. In summary, this study not only provides theoretical support and empirical evidence for enhancing the resilience of integrated circuit industry clus⁃ ters, but also contributes to maintaining competitiveness and sustainable development of the inte⁃ grated circuit industry in the context of globalization and rapid technological development.
