The Policy Connotation and Path of the Construction of the Yel⁃ low River Basin Science and Technology Innovation Corridor

The proposal of "ecological conservation and high-quality de⁃ velopment of the Yellow River Basin" has pointed out the direction for the development of the Yellow River Basin in the new era. In 2022, the Ministry of Science and Technology (MOST) pro⁃ posed the establishment of a multi-level coordination mechanism for scientific, technological, and innovation activities in the Yellow River Basin, involving the creation of a provincial and ministerial collaborative innovation center and the science, technology and innovation alliance, which can play a supporting and leading role in the high-quality development of the Yellow River Basin. Under the guidance and support of the MOST, the Department of Science and Tech nology of Shandong Province has proposed the joint construction of the Yellow River Basin Sci ⁃ ⁃ ence and Technology Innovation Corridor among the nine provinces along the river. The Science and Technology Innovation Corridor refers to a region that transcends geo⁃ graphical restrictions and administrative barriers. It facilitates the free flow of innovative ele⁃ ments such as talent, capital, technology, and information through institutional innovation and gradually forms a "corridor" area with strong innovation capabilities, outstanding technological support, a high level of sustainable economic and social development, and significant leading ef⁃ fects. The proposal and development of the Yellow River Basin Science and Technology Innova⁃ tion Corridor aims to narrow regional differences and differentiation along the Yellow Riverthrough scientific, technological, and innovative activities and regional innovation cooperation. However, compared with the general science and technology innovation corridor, the construc⁃ tion of this corridor faces many challenges such as its extensive geographical span, uneven inno⁃ vation development, overall fragile ecological environment, inadequate regional innovation net⁃ work, and relatively slow progress in improving people's livelihood. This study believes that the construction of the Yellow River Basin Science and Technology Innovation Corridor is a signifi⁃ cant measure to implement the national strategy of "ecological conservation and high-quality de⁃ velopment of the Yellow River Basin" and to practice the five development concepts, holding im⁃ portant policy implications. The construction of the Yellow River Basin Science and Technology Innovation Corridor can promote:①Innovative development. Prioritize the enhancement of the in⁃ novative development level of central cities and urban agglomerations and drive the Yellow River Basin to accelerate the realization of innovation-driven connotative growth.②Coordinated development. Alleviate unbalanced and insufficient regional development and effectively pro⁃ mote coordinated development in the eastern, central, western, northern, and southern regions.③ Green development. Adhere to the principle of ecological priority and promote the transformation of industrial green development.④Open development. Improve the level of regional cooperation within the basin and carry out high-level international cooperation based on "the Belt and Road" to achieve open development.⑤Inclusive development. Enhance basic infrastructure for people's livelihoods, improve the level of equalization of basic public services, meet the basic needs of education, healthcare, transportation, and other fields in the Yellow River Basin, and achieve inclusive development. Finally, this article explores the development path of the Yellow River Basin Science and Technology Innovation Corridor from the perspectives of promoting co⁃ ordinated development through the integration of layout economy, promoting green development through ecological protection, promoting innovative development through the strengthening of key regional capabilities, promoting open development through the expansion of the basin's sci⁃ ence and technology innovation network, and promoting inclusive development through the im⁃ provement of social service equalization.
