Quantitative Research on Digital Transformation Policy of Manu⁃ facturing Industry in Beijing-Tianjin-Hebei Region: Based on  the PMC Index Model Du Baogui, Liu Zhiliang

Abstract: In the context of the increasingly digital global economy, the digital transformation  of the manufacturing industry is crucial for enhancing industrial competitiveness and promoting  sustainable regional economic development. As an important economic region in China, the digi‐ tal transformation process and policy support of the manufacturing industry in Beijing-TianjinHebei region have attracted much attention. Through quantitative analysis, this study aims to  delve into the current status, issues, and optimization paths of the digital transformation policies  for the manufacturing industry in the Beijing-Tianjin-Hebei region. Using the PMC index model as the core, this study quantitatively evaluates and analyzes  policy texts related to the digital transformation of the manufacturing industry in the BeijingTianjin-Hebei region. Firstly, ROSTCM 6.0 software is utilized for text mining to describe and  summarize the content of digital transformation policies for the manufacturing industry in the  Beijing-Tianjin-Hebei region from 2015 to 2023, as well as typical digital transformation poli‐ cies for the manufacturing industry in other provinces and cities in China. Based on the policy  characteristics reflected in the text mining analysis, the PMC evaluation index model system for  the digital transformation of the manufacturing industry is adjusted and supplemented to con struct an evaluation index system for regional manufacturing digital transformation policies. Sec ‐ ondly, the PMC index model is used to evaluate the digital transformation policies of the manu‐ facturing industry in the Beijing-Tianjin-Hebei region, and the corresponding policy content is  assigned values to and quantified. Finally, the textual PMC index of the core policies for the digi‐ tal transformation of the manufacturing industry in the Beijing-Tianjin-Hebei region (The Imple mentation Plan for the Digital Transformation of the Manufacturing Industry in Beijing, ‐ The  Three-year Action Plan for the Digital Transformation of the Manufacturing Industry in Tianjin and The Special Action Plan for the Digital Transformation of the Manufacturing Industry in He , bei) is calculated and evaluated to explore the potential for the development and improvement of  policies, as well as the potential for coordinated regional development. Suggestions are then pro‐ posed accordingly.

Through the PMC index score analysis, it is found that although the digital transformation  policies of the manufacturing industry in the Beijing-Tianjin-Hebei region have achieved cer‐ tain results, there are still many deficiencies. Specifically, the policy text content is not yet per fect in terms of supervision, description, ‐ and diagnosis; policy tools such as financial taxation  and legal protection are not fully utilized; and there are also many loopholes in policy implementation mechanism, such as weak operability and insufficient authority of publishing institutions. Additionally, there are obvious deficiencies in policy coordination among Beijing, Tianjin, and  Hebei. To address these issues, a series of specific optimization paths are proposed. Firstly, the  policy text content should be improved, especially in terms of supervision, description, and diag‐ nosis. Secondly, the use of policy tools should be enriched port in financial taxation and legal protection. Thirdly, , particularly by providing more sup‐ the policy implementation mechanism  must be improved to enhance its operability and ensure the authority of publishing institutions. Finally, three regions of Beijing, Tianjin, and Hebei should strengthen policy coordination, establish cross-regional coordination institutions, and clarify the overall development goals of the region to promote the coordinated development of digital transformation of the manufacturing industry
