Development Path of New Quality Productivity Based on Frontier Technology: A Brief Discussion on Deep-tech Innovation

Abstract:Internationally, The World Intellectual Property Organization and the one Euro‐ pean venture capital platform have continuously released reports on deep-tech, indicating that the concept of deep-tech has attracted a certain degree of attention internationally. Faced with the difficult international economic environment in the post-pandemic era, countries around the world are seeking new paths of economic growth. Against the backdrop of a new round of techno‐ logical revolution and accelerated industrial transformation, deep-tech innovation may be one of the important paths for China to strengthen the transformation of frontier technology research and development and promote the development of new quality productivity. Deep-tech innovation is defined as the process of innovative economic development with frontier science and technology as the object, which is based on basic science and technological science research, new breakthroughs in deep-seated scientific principles as the foundation, cul‐ tivation and large-scale development of emerging and future industries as the goal, high-level technology entrepreneurship as the main path, and systematic technology investment as the main means of innovative economic development. As a dynamic concept, deep-tech innovation today places greater emphasis on frontier tech‐ nological fields, relies more on principled breakthroughs in science and technology, and places greater emphasis on the role of high-level entrepreneurship in the commercialization of scien‐ tific and technological achievements. Deep-tech has six important trends: the difficulty of break‐ throughs in the field of deep-tech has increased, and there is more emphasis on breakthroughs in the fields of technical science and technosciences; deep-tech increasingly relies on innova‐tive institutional construction and ecosystem upgrading; the main body of deep-tech innovation and entrepreneurship presents a high level of energy and complexity; deep-tech innovation re‐ lies more on the deep integration, interconnection, and high-intensity financial support of inno‐ vation investment related entities; the commercialization of deep-tech relies more on the knowl‐ edge base, innovation and entrepreneurship tools, and platforms of technology; deep-tech will become the core content of China's fifth entrepreneurial wave, with higher requirements for deep-tech services. It is suggested to vigorously promote deep-tech innovation and the development of new pro‐ ductivity from four aspects: firstly, as a strategic path, deepen the two-way development of entre‐ preneurial innovation and innovative entrepreneurship; secondly, strengthen investment linkage and deepen the construction of the relay rod investment system; thirdly, deepen technological in‐ novation services, accelerate innovation and the upgrading of industrial ecology; fourthly, create institutional conditions, deepen the construction of innovative basic systems and new technology and culture. With the transformation of China's economy towards an innovative economy, as an impor‐ tant path for new quality productivity based on frontier technological breakthroughs, deep-tech innovation will play a greater role. Nevertheless, deep-tech innovation cannot supplant other technological trajectories or types of innovation.
