The Modernization of Manufacturing Industry Chain and Supply Chain: Antecedents, Mechanisms, and Policy Implications

Abstract: The report of the 20th National Congress of the Communist Party of China emphasizes the focus on improving the toughness and security level of the industrial chain and supply chain. As the main body of China's real economy force to achieve domestic economic recovery. , the manufacturing industry is an important In the context of the increasing risk of "chain break" in international trade and the prominent phenomenon of "de-Sinicization" in the international industrial chain and supply chain, the establishment of an independent and controllable domestic production supply system and the upgrading of the modernization level of the manufacturing industry chain and supply chain are particularly key to achieving high-quality development of China's economy. Upgrading the modernization level of the manufacturing industry chain and supply chain is not only a realistic choice to cope with the great changes unseen in a century and the major adjustment and reconstruction of the global industrial chain and supply chain, but also an inevitable requirement for speeding up the construction of a new dual-cycle development pattern. Although the development of China's manufacturing industry has made remarkable progress, there are still a series of problems in the modernization of the industrial chain and supply chain. First, the industrial chain independent innovation ability is weak. Second, the layout and division of labor of the whole industrial chain are unreasonable. Third, the security and resilience of the industrial chain are relatively prominent. Fourth, the supply chain information sharing and coordination is poor. Fifth, the green supply chain system is incomplete and uneven. Based on the analysis of practical problems, the factors affecting the modernization of manufacturing industry chain and supply chain are summarized as impact resistance, growth, embeddedness and economic factors.① Impact resistance. The impact resistance mainly includes the autonomy and controllability of the key links of the industrial chain and advanced industrial clusters. ② Growth. Growth mainly includes the digital transformation ability of enterprises and national policies. ③ Embeddedness. Embeddedness mainly includes the stability and substitutability of talents, geographical location, data and other factors. ④ Economy. Economy mainly includes the cost of production factors. Based on literature review and analysis of influencing factors, this paper constructs a dynamic mechanism to improve the modernization level of the manufacturing industry chain and supply chain.① Consolidating the industrial basic capability is the fundamental.② Strengthening the innovation and development of the industry chain is the support.③ Accelerating the digital low-carbon transformation is the path.④ Enhancing the ability to control the industry chain is the key.⑤ Policy support and reasonable layout are the guarantees. Finally, this paper puts forward specific policy suggestions from the three levels of enterprise, market and country, in or der to provide theoretical reference for improving the modernization level of manufacturing in - - dustry chain and supply chain. First, rebuild the industrial base and improve the capacity for coordinated development. Second, build R&D innovation platforms and integrate scientific and technological innovation resources. Third, promote the integrated development of the digital economy and the real economy and build a green ecosystem. Fourth, cultivate the main enterprises of the industry chain and enhance the ability to control the industry chain. Fifth, adhere to the path of " specialization, refinement, characterization and innovation " and give full play to the leading and exemplary role. Sixth, optimize the regional development pattern and expand the space for international cooperation.
