Research on the Synergy Effect of Science and Technology Innovation and Green Development in Beijing-Tianjin-Hebei Urban Agglomeration

AbstractScience and technology is the first productive force, innovation is the first driving  force, science and technology innovation is an important driving force for high-quality development; green development is a necessary condition for high-quality development, with the purpose of adapting to nature and promoting the harmonious coexistence of human beings and nature. Scientific and technological innovation can promote high-quality green development, while  green development throughout the whole process of scientific and technological innovation, not  only for scientific and technological innovation to point the way, but also to provide sufficient material protection. An important innovation in the strategic thinking of science and technology in  the new era is to put forward the idea of ecological science and technology innovation, which requires the close integration of ecological civilization and scientific and technological innovation. It can be seen that science and technology innovation and green development are closely related, and the coordinated development of the two is of great significance to the comprehensive implementation of the new development concept and the promotion of high-quality development. Beijing-Tianjin-Hebei urban agglomeration is China's most dynamic economy, the highest  degree of openness, the strongest innovation capacity of one of the urban agglomerations, as the "  fourteenth five-year plan" clearly put forward to create an innovation platform and a new pole of  economic growth, Beijing-Tianjin-Hebei urban agglomeration needs to further enhance the ability of scientific and technological support, the ability of innovation and green development capacity. Science and technology innovation and green development have become two important supports to promote the construction of Beijing-Tianjin-Hebei world-class urban agglomeration. Thanks to the benign interaction between science and technology innovation and green development in the Beijing-Tianjin-Hebei urban agglomeration, the overall level of scientific and technological innovation in the region has been continuously improved, the problems of high pollution and high energy consumption have been effectively alleviated, and the ecological environment has been gradually improved, but there are still significant differences in the level of scientific and technological innovation and green development among the cities in the region, and the  synergistic effect between scientific and technological innovation and green development in the  Beijing-Tianjin-Hebei urban agglomeration and its evolutionary trend still need to be studied in  depth.

Therefore, the article takes the Beijing-Tianjin-Hebei urban agglomeration as the research  object, through constructing the composite system of science and technology innovation and  green development, based on the panel data of the Beijing-Tianjin-Hebei urban agglomeration  from 2012 to 2021, and adopts the improved synergy model of the composite system to carry out  empirical analyses on the synergistic effect of scientific and technological innovation and green  development in the Beijing-Tianjin-Hebei urban agglomeration. It is found that the two subsystems of science and technology innovation and green development in the Beijing-Tianjin-Hebei  urban agglomeration have been developed in an orderly manner, with the degree of order showing an upward trend in fluctuation; the composite system of the urban agglomeration is in a state  of mild synergy in most of the periods, and the synergy degrees of the six cities, including Beijing, Tianjin, Baoding and so on, are in a synergistic state in the study period, while the synergy  degrees of the rest of the cities are in an occasional state of no synergy. The combined value of  the dynamic evolution of the synergy of the urban agglomeration composite system is positive, and the overall evolution speed is increasing, with the dynamic evolution speed of seven cities, including Shijiazhuang, Handan and Xingtai, increasing, and the rest of the cities occasionally  decreasing. Beijing, Baoding and Hengshui are in the high-growth, high-synergy zone, Tianjin, Qinhuangdao and Zhangjiakou are in the low-growth, low-synergy zone, and the rest of the cities are in the high-growth, low-synergy "potential" zone. Finally, countermeasures are proposed  to adhere to innovation-led development, implement the concept of green development and play  a synergistic role.
