Abstract: technological achievements within universities is progressively being refined The policy environment governing the transformation of organized scientific and . The transformation platform that includes universities encompasses the entire continuum of scientific and technological achievement transformation. Furthermore, a foundational talent training system dedicated to supporting organized scientific and technological achievements transformation has been established. The article posits that as a critical component of the national innovation system, universities should embrace a dual approach of "strategy demand orientation" and "unfettered scientific inquiry". On the whole, Universities have effectively utilized the role of enterprises as "problem makers", leveraging the transformation methods of technological development and service through collaboration with local and business entities. It has facilitated significant exploration in structured measures for transforming scientific and technological achievements. There is a marked scarcity of specialized professionals, complicating efforts to establish a community with shared interests and risks. Additionally, the evaluation system remains underdeveloped, with inconsistent criteria and a deficient incentive structure for assessment. Starting from the connotations, motivations and methodologies for the organized transformation of technological achievements, this artical offers practical recommendations and strives to contribute the strategic scientific and technological strength of universities to comprehensively improve the toughness and security level of industrial and supply chain. First and foremost, it is imperative to prioritize strategic significance and advocate for the execution of high-quality technological achievement transformation projects. Enhancing the overarching planning and initial quality of supplies for the transformation of scientific and technological achievements in universities is essential. Furthermore, it is critical to intensify the application of these technological achievements in pivotal industries and to establish an effective and harmonized system for technological transformation that aligns with national or regional strategic objectives Secondly, . it is crucial to enhance the system and smooth collaborative channels throughout the entire process of technological achievements transformation. Efforts should be concentrated on optimizing the entire transformation process of technological achievements, promoting the profound integration of industry, education and research. This integration aims to bridge the gap from the "first mile" to the "last mile", culminating in the creation of a highly coordinated and efficiently operated ecosystem for the transformation of technological achievements. Thirdly, sustainability should be maintained while deepening the mechanisms for the sustainable development of technological achievements transformation. It is essential to endorse a combination between orderly guidance and unrestricted exploration granted greater autonomy in their transformation efforts. Additionally, .
