Abstract: new growth drivers in the new era Accelerating the formation of new quality productivity is an integral part of shaping . Scientific and technological innovation can hold the power to new industries, new models and new growth drivers,, and is the core factor for developing new quality productivity. Cultivating a group of world-class enterprises with international competi tiveness is the key to accelerating the development of new quality productivity. Nevertheless, - the scientific and technological innovation capability of China's overall enterprises is still difficult to meet the needs of China's high-quality development at present, and there is a large gap in scientific and technological innovation capability compared with world-class enterprises, and they continue to be at the low-end of the global value chain in many subdivisions, and some industries are subject to the core technologies of "stuck neck", which makes it difficult to ensure the security of the industry chain and supply chain. Constructing the evaluation system of scientific and technological innovation capability is the "wind vane" and "baton" to help the central enterprises accelerate the construction of world-class enterprises. In order to rapidly improve the level of scientific and technological innovation of Chinese enterprises, it is urgent to build a set of scientific and effective evaluation index system of scientific and technological innovation capability of world-class enterprises, form an "evaluation for promotion" to continuously improve the scientific and technological innovation capability of enterprises, and accelerate the cultivation of a number of "industry chain leader" enterprises with strong competitiveness and high industry chain control. This paper systematically reviews the development course of the evaluation of the scientific and technological innovation capability of world-class enterprises, and divides it into the initial stage, the exploration stage, the development stage, the standardization stage and the deepening stage. And this paper further sorts out the concept and main contents of the scientific and technological innovation capability of world-class enterprises, and summarizes and refines the successful cases and existing problems of improving the scientific and technological innovation capability of some outstanding enterprises in China. Following the evaluation principles of comprehensiveness, scientificity and operability, this paper proposes a comprehensive evaluation index system for the scientific and technological innovation capability of world-class enterprises from five dimensions: innovation decision-making, innovation support, innovation ecology, innovation research and innovation leadership. In terms of index exploration, combining the characteristics of different types of enterprises, the attributes of the industry and the internal and external environments, this paper specifically considers and proposes the content of index , so as to effectively reflect the essential characteristics of enterprises. This paper aims to enhance the scientific and technological innovation capability of enterprises in an all-round way, and help them make strides towards building world-class enterprises.
