How the Scientific and Technological Innovation Support and  Lead the Revitalization of Northeast China? 

——Based on the Perspective of Comparative Research on the Alloca⁃ tion of Scientific and Technological Innovation Resources in Northeast  China, Beijing-Tianjin-Hebei and Yangtze River Delta

Abstract: The Northeast region is an economic and social sector of special importance in our  country. The support and leadership of science and technology innovation in revitalizing the  Northeast is both a historical inheritance of the economic and social development of the region  and a necessary requirement for implementing national major strategic plans. The study empirically analyzes the factors and configurational patterns influencing the regional innovation performance, entrepreneurial innovation vitality, and industrial innovation upgrading, with the case of  the three major regions in Northeast China, the Yangtze River Delta, and the Beijing-TianjinHebei region during the period from 2012 to 2021, using the fsQCA method to examine the impact of technology resource allocation. The result shows that:①The Northeast region not only has  a significant and widening gap with the Yangtze River Delta and Beijing-Tianjin-Hebei region  in various aspects other than industrial innovation and upgrading, but also has a certain gap with  the national average level.②Single technological innovation resources alone cannot constitute  sufficient conditions to drive regional revitalization. There are 10 high-level revitalization configuration paths, with technology services as the core and technology policies as auxiliary conditions as the common characteristics of various stages of configuration in the Northeast region; with technology services as the core condition, technology talents, technology funds, and openness to the outside world as auxiliary conditions as the common characteristics of various stages  of configuration in the Yangtze River Delta and the Beijing-Tianjin-Hebei region.③The configuration paths of the three provinces in Northeast China have obvious dynamic evolution characteristics, and all configuration paths have different degrees of conditions missing in terms of  scientific and technological talents, scientific and technological funds, and openness to the outside world; the Yangtze River Delta and the Beijing-Tianjin-Hebei region show strong path stability characteristics and there is no occurrence of unconditional missing conditions
