A Quantitative Evaluation of Integrated Circuit Industry Policies in Yangtze River Delta

Abstract: This paper aim at explore the current policy focus of the integrated circuit (IC for short) industry in the Yangtze River Delta region, excavate the policy characteristics and evalu⁃ ate the policy effectiveness, and deeply analyze the strategic orientation, target positioning and implementation mechanism of the policy. Based on the theory of policy tools and innovation value chain, taking 23 IC industrial policies in the Yangtze River Delta as the research object, this paper constructs a three-dimensional analysis framework of "policy tools,innovation value chain and policy content", explores the typical characteristics of industrial policies, and uses the PMC index model to evaluate the advantages and disadvantages of IC industrial policies in the Yangtze River Delta. In the analysis of policy instruments, this paper focuses on the means em⁃ ployed by the government to reveal the strategic direction of the government. Combined with the theory of innovation value chain, it focuses on the position of the IC industry in the innovation link, and deeply discusses the degree of support provided by policies for industrial innovation. Through the analysis of specific policy content, it reveals the key areas that the government con⁃ cerns for the IC industry. It aims to provide in-depth policy evaluation, provide theoretical sup⁃ port for the development of the IC industry in the Yangtze River Delta region, and provide useful experience for the formulation of policies in other regions and industries in the mean time. The research results show that there is a significant imbalance in the use of policy instruments in the IC industry in the Yangtze River Delta region, especially in the basic research link of the innova⁃ tion value chain, where the application of policy instruments is relatively low, and there are prob⁃ lems such as low scores of policy timeliness and policy function. Based on the above conclu⁃ sions, this paper proposes a series of strategic countermeasures. Firstly, it is recommended to adopting a precise combination of policy instruments, focus on increasing supply-side policy in⁃ puts, strengthen the detailed implementation of environmental policies, and optimize demandside policies, in order to better support the stable development of the industry. Secondly, the fo⁃ cus should be shifted to the field of basic research, implementing the industry basisstrengthening project, gradually completing the leap from low-end to high-end value chain links, in order to break technological monopoly and promote the true rise of China's IC industry. Finally, it is recommended to strengthening top-level design in policy systems, clarify policy ob⁃ jectives, improve policy content, and focus on timeliness, in order to improve the coherence of policy implementation and provide solid support for the development of "China's chip".
