The Impact of Beijing-Tianjin-Hebei Science and Technology In⁃ novation Policy Synergy on Regional Innovation Performance

Abstract: Influenced by complex factors such as local interests and coordination costs, en⁃ hancing regional policy synergy has become an important focus point for building a new engine of Beijing-Tianjin-Hebei collaborative innovation. Therefore, based on the policy synergy per⁃ spective, we explore the impact of Beijing-Tianjin-Hebei science and technology innovation policies on regional innovation performance. Taking the 2011-2020 Beijing-Tianjin-Hebei re⁃ gional science and technology innovation policies as the research object, we read the content of the policy texts, quantify each policy according to the quantitative criteria, and calculate the goals and tools scores of each policy. Then, the state synergy model is applied to measure the syn⁃ ergy between the goals and tools of science and technology innovation policies in the BeijingTianjin-Hebei region. Then, the impact relationship between policy synergy and regional innova⁃ tion performance is empirically analyzed by using the Cobb-Douglas function. The study found that synergies between some policy objectives did not have a significant im⁃ pact on regional innovation performance. There are also directional differences in the impact of synergies between different policy objectives or policy instruments on regional innovation perfor⁃ mance, which depends on the degree of synergy and the actual implementation of policies. Spe⁃ cifically, supply-demand synergies, synergies between any two of the objectives of innovation, transformation of scientific and technological achievements, and absorption and assimilation can significantly contribute to the improvement of regional innovation performance. Demandenvironment tool synergy has a significant negative impact on regional innovation performance. The supply-environment tool synergy, the synergy between the objectives of innovation and tal⁃ ent and technology introduction, the synergy between the objectives of scientific and technologi⁃ cal achievements transformation and talent and technology introduction, and the synergy between the objectives of intellectual property protection and other policy objectives do not have a signifi⁃ cant impact on regional innovation performance. This study is of great theoretical and practical significance for enhancing the innovation performance of the Beijing-Tianjin-Hebei region, further promoting the synergistic development of science and technology innovation in the Beijing-Tianjin-Hebei region, as well as deeply implementing the national innovation-driven development strategy. Firstly, an in-depth explora⁃ tion of the mechanism of the impact of synergy between key policy elements on regional perfor⁃ mance within a typical region and its provinces and cities broadens the depth and breadth of re⁃ search on policy synergy and enterprise innovation performance, and provides ideas for research related to science, technology and innovation policy synergy. Secondly, it makes up for the lack of research on the effect of STI policy synergy from the perspective of all factors, reveals the in⁃ trinsic influence mechanism between government policy synergy and regional performance, and provides a theoretical basis for local and regional governments to selectively realize synergy be⁃ tween various policy elements, so as to maximize the benefits of limited resources. And accordingly, it puts forward countermeasure suggestions to promote the development of science and technology innovation in Beijing, Tianjin and Hebei, and to enhance regional innova⁃ tion performance: firstly, it is to strengthen the synergy among the three types of policy tools, and to maximize the synergy effect by adjusting the proportion of the combination of the use of the policy tools and optimizing the combination of the use of the way. Secondly, the synergy of policy objectives should be promoted in the process of policy implementation in a targeted manner, with particular emphasis on the synergy between the innovation objectives, the objectives of transfor⁃ mation of scientific and technological achievements and the objectives of talent and technology introduction, and the objectives of intellectual property protection and other policy objectives.
