Concepts, Characteristics, and State-owned Enterprises' Imple⁃ mentation Path of Original Technology Source

Abstract: It is the key to strengthen the national strategic science and technology strength and support the self-reliance of high-level science and technology for state-owned enterprises to create the source of original technology. Through theoretical research, field investigation, policy analysis, case study, expert discussion and other methods, this study clarifies the concept of the source of original technology, summarizes the necessity and advantages of state-owned en⁃ terprises to create the source of original technology, sorts out the problems of state-owned enter⁃ prises to create the source of original technology, and puts forward countermeasures and sugges⁃ tions. Firstly, make clear the concept of the source of original technology. "The source of original technology" refers to a field with sustainable original vitality, where key innovation resources and innovation entities such as projects, talents, funds, data, laboratory platforms, policies and innovation consorts are gathered and efficiently allocated through planning, organizing and implementing original technologies in response to national strategic needs. Secondly, the necessity and advantages of state-owned enterprises to create the source of original technology are analyzed. Creating the source of original technology is an inevitable stra⁃ tegic choice for state-owned enterprises to cope with the superpower game in the new era, seize the commanding heights of science and technology, capture the opportunities of industrial trans⁃ formation, achieve high-quality development, and improve people's well-being. State-owned enterprises have the institutional advantages of adhering to the leadership of the Party, the char⁃ acteristics of ownership to undertake the will of the state, the organizational advantages of con⁃ centrating efforts to do major things, and the advantages of innovative resources and capabilities. Thirdly, the problems faced by state-owned enterprises in creating the source of original technology are sorted out. State-owned enterprises lack of originality in key core technology re⁃ search system, lack of confidence and strategic focus to break through original technology, lack of originality demand analysis and traction, lack of investment and sustainability of original tech⁃ nology, lack of industrialization convergence of original technology and resource concentration, and lack of institutional innovation and originality incentive mechanism. Finally, put forward the countermeasure system of state-owned enterprises to build the source of original technology. Use original methods to support key core technology research, build original technology analysis and prediction mechanisms, improve demand analysis and dis⁃ assembly capabilities, increase R&D investment and focus on basic research, play a "chain leader" role to gather innovation resources, and establish original technology evaluation and in⁃ centive mechanisms. It provides a theoretical basis practice and policy reference for stateowned enterprises to strengthen national strategic science and technology strength, create the source of original technology, and help high-level science and technology self-reliance.
